Determined attack on bad bugs ideas please

The last two summers my pixie cherry tree has had stout black bugs on all the shoots destroying the leaves and fruit - so serious sap sucking. They aren't blackfly, more sturdy. Standard bug killer briefly worked a bit but not enough. Ditto soapy water. It is only this tree but it's going to kill it as its only tiny. And…

I've looked at the ingredients (Amazon keeps telling me the link doesn't work) and I'll check first against the bug stuff I've got and in desperation as the caterpillars are still working in my garden in winter
If I can't find a like I'll hoike myself on a 60mile round trip to the big shops. I need to go anyway but putting it off for more pleasurable things to do.
