I've been getting this quite often lately. Apparently, they only let you follow so many in one hour and so many in one day. If you go over, they freeze your account. They can extend the ban if you keep trying. The trouble is, you only know if the ban has been lifted, if you try to follow someone! I usually ignore Instagram comps for a couple of days (the ones I'm not already following, at least), then try them again, which seems to work.
