The couple you mentioned almost certainly had 1 card from 1 provider, the advice is always have multiple cards (Visa, Mastercard, AmEx) from multiple providers in different groups e.g. NatWest and Lloyds not Lloyds and Halifax
That said, payment for 1 provider down for several days? Not that I have heard of - a day maybe, or several hours at mostSam Vimes' Boots Theory of Socioeconomic Unfairness:
