Hello,
This is a hypothetical question for research purposes only. Could someone copy a license plate already registered to someone, take that fake plate to an anpr camera, get the camera to scan it and have a fine sent to that person?

I am glad your question is only hypothetical. But @Hoenir is incorrect. ANPR camera scammery looks for number-plates not vehicles.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Some modern ANPR cameras can also do Make, Model, and Colour Recognition (MMCR).
So they can not only tell that the number plate is on a car, they can use Artificial Intelligence to identify the make, model and colour of the car from the video image.
So that can help confirm that a dirty number plate has been read correctly, for example. Or perhaps confirm that somebody has swapped plates from a car of a different model, colour etc.
But I suspect that many parking companies currently use cheaper, less sophisticated cameras. And I suspect the examples in the links above above are from very old, very unsophisticated camera systems.
But as technology advances, and becomes cheaper, I guess the newer generations of cameras will become more widely used.
And as artificial intelligence moves further forward, I wouldn't be surprised if driver facial recognition capabilities are added to ANPR camera systems. (But that would probably introduce lots of privacy issues.)
