Whilst it is not ideal if your houses were built up the side of a slope the higher house would overlook the lower one. ///it is your front garden and most do no have much privacy being alongside the pavement. /if it is the actual structure you are unhappy with then give the council a ring to see what might be possible.0

Raised decking requires building regs at a certain height, 30cm or something, can't remember but worth looking into. Raised decking has to be securely fixed to the ground under building regs too - and have suitable railings and steps. All sorts of rules. Before its built they have to get permission, and neighbors affected with privacy issue DO have a say.
