What is this phrase trying to say?...
"I am the appellant throughout (as I am entitled to be)...".
Of course you are the appellant, you are the one appealing.
I copied this draft from another post (can't remember where).

If this draft is no good, could you guide me on a recent or relevant popla so that I can reword to fit my appeal.

    Thank you
Why not just change the word 'appellant' to 'hirer'?
Isn't that the point you are trying to make - that you were not the driver?

Sure will change the word to hirer. Apart from this, is this ok to submit.

I don't think i will be answering this to as to not incriminate myself on a public forum.

    Thank you

What "incriminating" act do you think you are avoiding? A speculative invoice for an alleged breach of contract (PCN)  from an unregulated private company is a civil law matter. There's nothing "criminal" about it.

By implying as to who was driving. TIL that this is a civil matter.

Am I still good to send off this appeal after amending the wording or does it need some changes.

    Thank you

Have you made the adjustment that @KeithP advised?

Cup enforcement have sent me a Nth not relating to this one but similar. The have rejected my appeal and have not given me the option to appeal to Popla.

In their latest letter (last paragraph) they wrote:

Please be advised that the independent appeal service, POPLA, is no longer available and that payment of this
notice will close the case on our records and also close our formal appeals process. Correspondence received
after a case is closed may not be replied to.

How should I proceed from here

It's really difficult to comment on that. We have no context. It is therefore not possible to guess why they have denied you the option of appealing to PoPLA.

Perhaps you need to start a new thread about this latest incident.
