    Because they came with the Nationwide kids account. I'm not sure they ever actually used them abroad till they were about 16 or so, but they could have.

    Personally I would have declined such a offer at that age.
    Had nightmare visions of twelve year olds out clubbing in some hotspot.

    Nah they only did that in the UK :D
    Seriously though it taught them about finance at a young age and they are now incredibly good with money.

    Not being on the electoral roll and having no income will have the barriers to being accepted for a CC. My DH has an Amex CC, recently applied for me to be a 2nd card holder successfully (I am currently without work) and could have also got an additional card for our 20yo student daughter if we'd wished.
