Is Starling Bank in trouble?

My wife and I have operated our main household joint current account with Starling for nearly 4 years, without any hassle or trouble. Both of us had personal accounts with Starling in the past, before they were switched elsewhere.
I attempted to open a second joint account a few weeks ago, and my wife tried to open a new personal account. Both these applications were rejected, and the same message was displayed to us both, stating that Starling were “temporarily” not opening any new accounts at the moment.
This has obviously been a state of affairs “temporarily” for some considerable time, but I have seen nothing about it in the media.

Just opened a joint account with them a fortnight ago without any problem.
Starling do put limits on how many accounts you can have thought and at the moment aren't allowing those who've closed an account to open a new one (https://help.starlingbank.com/personal/topics/setting-up-an-account/can-i-reopen-my-starling-personal-account/) but are accepting applications from those that haven't had accounts types1 -

My old account was opened in July 22 and switched September 22. We opened the account in JanuarySam Vimes' Boots Theory of Socioeconomic Unfairness:
People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

They tend to refuse new accounts for those that switched away.
You also need a personal account each for a joint account.
