What takes precedence - double yellow dash (no loading) vs sign with loading times

I thought I was quite well versed in parking and loading restrictions but this one has me a bit confused. I know that a double yellow line with double yellow kerb dashes means "no waiting and no loading at any time"
And a double yellow line with single yellow dashes means "no waiting at any time, no loading at certain times" and the prohibited loading times will be on a nearby signpost.
However I came across this situation, a double yellow line with double yellow dashes, yet there was also a sign only prohibiting loading at certain times.

My first thought was that since some of the dashes look a bit faded, maybe it's been poorly converted from a double dash to a single dash. However looking at streetview history, actually there has long been single dashes and the loading times sign. The second dash was actually added in 2017, however surely they should have removed the signpost at this time as this causes confusion?
I won't be chancing it, but I wonder if a ticket given whilst loading at this location could be challenged due to this mismatch of rules between the kerb and the sign. Is there any precedence between the sign and the kerb marking?

I think you can find out from looking at the Traffic Regulation Order, which - if you can't find online on the Council's website - is free if you ask it. A TRO is a public document they have to release to anyone who asks.
I think it's always been single dashes but some idiot added doubles one day when repainting them, and as you say they've been allowed to fade.
If I were you, I would park there out of restricted hours and would take a photo of the sign & car.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
