Securing Wheelie Bins against wind

My partner lives in a VERY windy area in southern scotland, we get a raging storm almost every week, high winds seem like a constant inevitability of life
And like most of scotland, we have four different wheelie bins for various kinds of recycling. The storms are taking their toll on these. The bins are, at the very least, being blown open, and thus filled with rainwater. Oftentimes they are thrown over, spilling contents. There is no good location on the property to store them, our garden is a narrow path with no space, that rolls downhill into a low lying grassy area which gets flooded in heavy rain
We're looking for options to help mitigate the damage caused by the wind, but budget is very tight. I found some pretty neat looking locks:

but £23 per bin is a bit much
does anyone know of any cheaper alternatives? I'd at least like to stop them being blown open, ideally make them remain closed even when knocked down

Strap at less than £4 eachNot a bungee cord which can spring up and injure the user or refuse collectors
Things that are differerent: draw & drawer, brought & bought, loose & lose, dose & does, payed & paid0 -

The same could be achieved and be quicker to remove/refit if the string were replaced with a length of chain or a flexible-type bike lock.If you can stop the bins tipping over then a housebrick on the lid should stop the lids coming open in the wind.0

If the bins are all the same height, tying them together at the handles would help stability. Obviously you'd have to disconnect before the binmen try to empty them.1

To stop the bins blowing over put a couple of tent pegs behind each bin and attach to the handle with a piece of rope or a bungee strap,which you would need to disconnect when putting bins out for collection.0

When we lived in a place that was infested with racoons bungee cords were always the answer. I don't know what the bin people would do if they had a bin with a bungee on it. I use bungee cords and just take it off when I put the bin out

Could Elidos idea be the answer - because you could put the tent pegs by your house and in the grass spot on the road.Just unclip the bungee cord at one end and use again at the other.You would need to have it unclipped before the bin men recycling operatives come or again
