Do you always have to declare a cancelled car insurance policy

Still not correct. If the OP informs the insurer of a change and the insurer says they can't cover them any further then it makes no difference who cancels it. OP needs to ring and clarify who cancelled it.
If however they moved, the insurer found out and cancelled due to non disclosure then that would be an adverse cancellation and declarable.

The OP did, they ultimately could have decided not to move house because they are so in love with their current insurers and thus the policy continues.
