To me it reads that if Dad or his partner (not the OP) doesn't earn £50k and claims the benefit there will be no deduction (I think I'm agreeing with you)

Tjat link splits the liability to HICBC during the year of separation so therefore for the the years after separation there would no laibity for the person not claiming CB.0
