Unclaimed life insurance search help

Hi,
I have found a piece of a letter with a policy number in my late father in laws paperwork. I do not know which insurance company this is with. I have found a bank statement and can see he had been paying Royal Sun Alliance (now Phoenix) but they cannot locate his policy.
I have tried Gretel with no success. 

Anyone offering advice please on where I can look?

    When was he paying the premiums?
    The insurance companies will begin to start destroying records in phases after the policy ceases to be in force.   Ultimatly, there will be no record when enough time has passed.  

    Third parties won't be able to locate the policy if the insurer cannot.  They aim to locate the insurer.  you have already done that.
