Wallpaper and skirtings

Hi guys
I need to re skirting board my kitchen, but also a wall is getting papered....
Should I paper the wall and do the skirting over it, or skirt the wall then paper to the top of the skirting...?

Paper to the skirting. The chances of the skirting fitting totally flush to the wall are slim so you'll need to caulk along the top of the skirting. Trying to get a neat caulked edge on wallpaper may be hard.1
