Can anyone please help as I don’t know my next steps? Landowner contacted and gave standard reply that you have to speak to the parking company. Companies on site say the same thing and that they have issues with the Parking company ticketing their staff and they can only intervene if you are an employee.
The registered keeper went down the POPLA route and was unsuccessful. The parking company Premier Park Ltd is a member of BPA and uploaded in their evidence to POPLA a document stating that the parking period starts 5 minutes after entry and that they offer a further grace period at the end.

This would make 8 minutes over the parking period.
The registered keeper has made copies of all the evidence uploaded to POPLA from the Parking company which clearly states this. The registered keeper believes that they should not have issued a PCN to the registered keeper as no terms and conditions had been broken. They obtained details from the dvla even though they state that the period of parking starts 5 minutes after entry.

The period of parking was 3hr 13 mins. 3 hrs free parking allowed. Parking starts 5 minutes after entry which has not been deducted which would make 8 minutes grace period to exit site. A Debt Recovery Plus letter has now been sent.
Hope this makes sense.

Ignore debt recovery plus they are useless come back if you get a small claims form.

Yep, as above. Tell them if you move house.

Thank you, POPLA rejected even though evidence from the PPC showed that the parking starts 5 minutes after entry. I complained and they still upheld their decision knowing that this had not been applied. Making copies of evidence uploaded by PPC to POPLA was useful as was able to attach to all complaints.Went back to basics and complained again to landowner and everyone on their executive board. Also complained to PPC again and to the DPO of the PPC about data protection and GDPR breach. Operator error not applying terms before requesting details from DVLA. Happy resolved as next step was MP, ICO, BPA complaint.2
