Specifically, the member states negotiate and vote on changes to the Commission's original proposal in the Council of the EU. The European Parliament then has to vote for the directive before it becomes law. The good news is that the directives that become law have consensus. The bad news is that the system produces weak directives. Nonetheless, if the Commission receives a lot of complaints about how the directive is working, it proposes changes and another cycle begins. I don't know what the ideal system would be, or why the present system couldn't be improved now. But the true cost of ownership is not something that can be known in advance.
