15 months ago my husband used my car to take our daughters bike for repair, he left the car park not long after then returned home. After about an hour he went back to collect the bike. 2 weeks later I received a PCN to say I had been parked for 2.5 hours, exceeding the 2 hour limit. I sent an appeal in which was rejected, this was followed by constant letters from them & a threatening phone call. This resulted in us attending the small claims court yesterday. As Excel couldn't prove that our car was there all that time it was case dismissed.
I wanted to post this to help people who get put into the same situation we were put in. Fight these crooks & don't give in to their threats.

You should have counterclaimed for data abuse. Could have got a few hundred, if well pleaded. They had no cause to get your DVLA data.
You were also not driving, so you couldn't be held liable by Excel. Did they admit that in their witness statement? Did the Judge realise there could be no keeper liability from Excel as they don't use POFA compliant notices?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
