Can I charge a phone with a 9v mains charger?

I've found this 'adaptive' charger in a drawer which hasn't been used for many years. I was surprised to find that it states 5v - 9v for its only outlet, a 2.0 USB socket. I'm struggling to think of a Samsung tech product I've had that might have needed more than 5 volts. Maybe it's 5vDC on 110vAC and 9v on 230v?

That is a phone charger. Phone chargers vary the current and voltage to deliver maximum power without needing a very thick cable.
That would be an 18watt Samsung charger. Most phones will charge at that rate.1 -
Got one very similar, it was the charger supplied with a Galaxy A52s phone about 18 months ago.

that;s the Charging brick that probably came with an S8 or S9 phone as it;s black , USB A and AFC
adaptive fast charging offers 9v @1.67 amps over USB to a suitable device to allow for 15 w charging
if the connect a device which doesn;t do AFC it will fall back to the 5volt USB standards and offer upto to 2 amps at 5 volt1
