No, traditionally Driving Other Cars was a standard feature but only covers the policyholder and is third party only (ie no cover for the vehicle you are driving). Some High Net Worth policies go further.
These days with everyone being so price sensitive its increasingly not even included for the policyholder... rules also vary more than they used to with some explicitly restricting it to vehicles with other insurance on them etc3 -
There was a TV article yesterday where a person drove her partners car on her third party insurance and it turned out it covered her third party for any other car except her partner’s car. It was an Admiral policy and they would not cover her for an accident where the passenger alleged personal injury. I was covered by Admiral on my old car and had no idea that I couldn’t drive my partner’s car third party. Fortunately his car was insured for anyone over 25 so we were ok but it would be easy to be caught out. Also not all policies even cover you third party.0

One or two high net worth insurers like Hiscox or Chubb will sell you a policy which gives all names drivers fully comprehensive cover to drive other cars. At a price. And you often have to drive a rather expensive car, and take their expensive home insurance as well, before they will give you a quote at all.
More mainstream policies offer basic third party driving other cars cover to the policyholder only, if they offer it at all.
Assuming you don't want to jump through the hoops to get a Hiscox policy, if your partner wants driving other cars cover then the obvious way to get it would be for her to be the policyholder for one of your cars.1
