BT's EE hybrid 'unbreakable' broadband

Having had the EE hybrid element as part of a pre-bundled BT plan for some time I have recently discovered that it had no chance of ever working because there is no 4G here but also, and more importantly, that it has been adding over 28% to my monthly changes. Refund has been refused.

No similar experience, but it seems wrong they can sell you a package containing an element that they cannot deliver. Though, I guess the onus is also on you to determine that.
How do you know you it has no chance of working? Is there absolutely no 4G signal, or is it just a weak signal?
If you want to push it, complain via OfCom/CICAS/Comms Ombudsman:

You should have discovered this when you set the thing up, if the hybrid connect device cannot connect to the 4G network the signal strength bars flash red. If you have just one blue bar showing it will still back-up your broadband.0

Given that the systems are actually setup to only offer it in areas with signal I'm inclined to think there's more to this than what the OP is saying0
