2 million to have energy cut off this winter - Citizens Advice

Widely reported this morning that two million households could be cut off as a consequence of the resumption of force-fitting of prepayment meters ...

Why will this be happening? Is this the consequence of poverty or fecklessness?

    No idea why Citizens Advice should come up with this headline. In all my years on the job meter reading  I ve only seen a few actually cut off supply with one person who actually had the pipework and electricity cables dug up and terminated out side with a £6000 reconnection fee. This was from a long term drug addict tampering the meters for years. 
     Its very rare that anyone in the UK actually has a forced  disconnection . Maybe Citizens Advice are referring the words "cut off gas and electric " in meaning that their prepayment meters have used all the credit and emergency credit up and the meter automatically then shuts down all supply  and the customer has no money left to top up ..
    2 million "cut off " is just a ridiculous headline and Citizens Advice should reword that scary headline because its not true .
