Tyre Wheel Alignment not Carried Out

I recently had two new tyres fitted to my car and additionally paid for front wheel alignment. This activity was physically carried out by Protyre and paid for via the Asda Tyres website. When the job was completed I enquired about the wheel alignment and was told they had forgot to do it. At that point the Protyre garage took the car back into the garage and performed the wheel alignment.
Some weeks later I contacted Protyre Customers Services about an issue with the new tyres (they put the two new tyres on the same side rather then on the same axle, as they themselves recommend) and had a reply back. In their reply they also stated:
"Unfortunately, I regret to inform you that due to the age of your
vehicle, we have not received the necessary alignment settings from the
manufacturer. As a result, we are unable to perform the adjustment. I
apologize for any inconvenience this may have caused.
To address this issue, I recommend contacting Asda Tyres, as they would
be able to provide a refund to the card used for payment."
So on the day of fitting I was informed the front wheel alignment had been carried out as I had ordered. It was only some weeks later, after my letter questioning why they did not put the new tyres on the same axle, that I subsequently found out the alignment was not actually carried out. If they knew they did not have the appropriate wheel settings to carry out the alignment why did they tell me they were unable to carried it out? I left the garage believing I had received and paid for two new tyres and wheel alignment - but now know I had only received two new tyres.
If I had not written to Protyre questioning why they not fit the new tyres to the same axle I would not have found out that they could not and did not carry out the wheel alignment. It appears to me I was charged for something (wheel alignment) that was not carried out and may never had known about.
Is there an offence here? If there is an offence do I address Asda or Protyre?
