    The managing agent response to a request for the PPC parking contract is “We are unable to send the contract between us and the ppc. However if you have any questions regarding the contract let us know and we will try to get the answers”.

    Penny to a pound the contract with the landlord does not require them to enforce the tax status of vehicles on the land.

    There was no ppc when the resident moved in 8 years ago and they aren’t aware of any parking problems. It makes you wonder why the management company appointed a ppc.
    The cynic in me thinks the PPC did a deal with the MA to make money for both parties from residents.
    Possibly so and any income received from this set up should be in the service charge accounts and reflected in the annual tenant service charge invoice.

    you could ask for a copy of the annual accounts

    Wrong focus IMHO.  I wouldn't.

    The MA won't be getting any money and if you focus on that, they'll bat it away as if it's a good thing that no money is changing hands and the PPC is doing this free (protection racket stylee).

    Do you think the leaseholder is entitled to a copy of the parking contract as a means of discovering what was agreed between MA and PPC?
