Hi,
New to this. Wondering if anybody had any advice on whether or not it's worth taking a PCN to next stage as first appeal has been rejected based on the grounds that it is the vehicle owners responsibility to ensure they park legally. My argument was when I went to see my parents who are in their 70s shortly after my nan passed away it took a little while for my father (MiPermit account holder) to figure out his phone and password (he has his passwords written down in a notebook along with so many others) to sign in and apply the virtual visitors permit. There are no paper permits with the local council and no paid parking on street so this was my only option. We applied the permit around 20 minutes after arrival at which point a PCN was already issued after seven minutes of arrival. So, are there any grounds an adjudicator might find this unjust?
Thanks in advance if anybody posts back

Just ignore it if this is a private PCN.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It might be a council PCN. Tell us please is it a council PCN (penalty charge notice) or a private PCN (parking charge notice)?
