The is no drip loop on that cable or sealant around the entry points !
Take the trellis down, seal the holes and clear the gutter.

The Damp proof course would likely be just above the 2 vents if they are under the floor and not room vents someone has added to deal with damp.
Also look like next door has had their render hacked off?

We had a long discussion with our neighbour yesterday and he was not aware of the issue with the flume (he only bought in March 23) and also that house was not rendered on one side!
Anyway he is going to get a plumber to sort out the steam so that it isn't directed at our house anymore.
