Euro Park Fine - never actually parked!

Hi all,
I 've had a look through this wonderful resource but couldn't find anything that was similar to my circumstances. I'd really appreciate some help!
I was trying to find a carpark space on a busy Saturday. I entered a Euro Park car park, and was driving around for ages trying to find a space; waiting in an area only to be pipped to the post by another car. I never found a space. I then got stuck in the car park as there were no barriers preventing more cars from entering an already full car park - gridlock ensued as cars were trying to travel both ways round a single lane car park system. To clarify: I never found a parking spot; I never parked; I never got out of my car.
I received a parking charge notice for the 25 minutes I stayed in the car park above the 10 mins grace period. I tried to appeal with Euro Park saying I never actually parked but they rejected my appeal.
Any help on how to proceed would be really helpful - I'm sure there will be lots of other drivers who have also received letters from that busy carpark that day as it was rammed! I know I need to appeal to POPLA but am not sure of what grounds to use.
