Soakaway Pipe broken again

A soggy mass appeared in back garden which is on a gradual slope, old gardener located it by digging down replaced broken pipe but as he did not then put protective cage around it before filling in I think weight of soil on top again may have caused the problem to occur again, cannot locate the gardner who did repair now as insurers want done, house is bought so council will not help, although ex council house and Scottish Water only do mains drains etc, have to start all over again trying to get someone in Fife who knows about soakaways as it took 3 different drainage companies to ascertain the problem, all young guys, no experience, one said soggy patch was an Act of God, suppose water is from God, no evidence of soakaway at front of house was a driveway was built at front before house was bought, do you think the driveway may be causing problems and adding to ongoing problem with soakaway at the back, ate they connected? Unless very hot dry weather arrives back garden is always soggy down the middle.

The has been a lot of heavy rain,, It may just be clogged up and need replacing.
