Leaking Roof - mediation with builder and surveyor checks

Hi everyone
The roof on our pitched roof single story extension has been leaking for over 5 years.
The builder has been unable to fix it and we have now started mediation.
As part of mediation a survey was carried out which identified a number of issues with the roof and recommends a completely new roof.
Of course our builder is being difficult as we don't want him to fix the roof as he has proved himself to be incompetent. However if worst comes to worst and the best and least risky option financially is for him to redo the roof, has anyone had a surveyor check the work of a builder? That is the only way that we would be confident with him doing it.

Thanks - we would the work checked stage by stage as once the tiles are on you can't see what's underneath - has anyone done that?0

It's perfectly sensible and reasonable, if you had a surveyor check the job to report it wasn't to standard, that a surveyor (ideally the same one) would confirm the replacement work was...
