Support in Scotland

I'm posting on Behalf of 2 elderly people who live in Scotland. Both are over 70, I don't know much about the Scottish home care system? Or benefits.
It's a husband and wife, the lady is quite poorly, the husband is unable to care for her or cook/clean ect.
I've contracted their local authority and council for advice. I was wondering if anyone else knew of what they can apply for, what help is available.
They seem to think that the Scottish system is vastly different and they aren't eligible or able to get carers in?

The social work department at the local council are your first port of call. They will assess and organise home carers if required.
Another option is to check with local charitable organisations although that would maybe for things like help with shopping, befriending etc.1 -
