Missed appeal date

I’ve just received my second letter from UKPS for a parking charge at Wing Yip Manchester. I am now too late to fill in their appeal as it’s longer than 21 days. I don’t want to pay the hundred pounds, but I’m unsure about what I should do next. I’ve tried the restaurant and they were totally unhelpful.
