Half hourly meter, huge standing charge

Half Hourly meters are banded by the kVA (or ASC) of the meter of which there are 4 bands
Dependant on where you sit your Standing Charge will range between £2-£52 a day!!Band
Threshold (in kVA)
Band 1
0 to 79
Band 2
80 to 149
Band 3
150 to 230
Band 4

The only way to reduce your Standing Charge is to reduce your banding and the DNO will only allow this if your reduction is more than 50%
E.G - A band 2 meter of 100kVA must be able to survive on 50kVA to request a review in to band 1, despite the limitation allowing up to 79kVA
Very confusing but unfortunately a primary method in allowing for the grid infrastructure to be upgraded0
