Council Parking ticket - No road marking

Hi,
 
The driver received this letter through the post for a Council parking ticket - Partking in a disabled space. However there was no road marking and no signage anywhere to say the area was designated for disabled - as seen in the
photos. The council also didn’t include any photo of the signage in their evidence photos. The driver genuinely did not know this was a disabled space until the letter went through. 
On another note there was no PCN attached to the car when the driver returned to the vehicle (the PCN was on the cars windscreen in the council photos at 19.42 but not on the car when the  driver returned at around 22.30). Driver took photos of the car (without the PCN on) and the surrounding as there was a faint mark of sticky materials on the windscreen and saw another car with a PCN on. This was why the driver couldn’t appeal in the first 14 days (as there was no PCN received so no PCN number to appeal on the Council system)

Just wondering if the driver has a case here and if there is any route to appeal?

    Interesting one.

    I don't think there's such a thing as a disabled parking ''zone' without markings but I could be wrong.

    Ask on pepipoo forum as they are the Council PCN experts.

    Well, the area certainly is a disabled parking zone and if you had stood on the roof of your Fiat 500 and peered over that 8' high solid hoarding you might have seen the sign!

    I suspect the hoarding also conceals the markings on the road.

    I think an appeal would have an excellent chance of success.
