cashing in N S & I bonds and certificates early on death

If I cash in N S & I certificates or bonds before maturity because the holder has died, is a penalty of 90 days interest still deducted? I have searched their website but cannot find an answer.

No it isn't - but you will need a grant of probate ( almost certainly)0
