Sent two items in a box, buyer claims to have received one

Like any thoughts on this situation. I sold two pairs of headphones as spares/repair. Buyer contacted me today and claims the box only had one. Sent pictures on request of the box but stated it was well sealed and still full of the polystyrene chips they were packed in. Has now started a returns with eBay and stating they don’t want a partial refund for the remaining pair. 
I am cynical on this situation since no evidence to indicate tampering of the box. However what can I do at this point?

    It does sound highly suspicious.  They bought a pack of two pairs but as they only wanted one, they're returning a single pair for a refund of the entire amount.
    I don't know what you can do to prove you sent two pairs.  If you've got a record of the weight of the parcel you sent, maybe this can be of some use.
    I wonder what the buyer said to eBay as a reason for the refund request.  Did they have a use for two pairs of spares/repairs headphones but one pair is no use to them?
  • Im not up to speed on current EBay rules but I would have thought that they have to return a whole order rather than just part of it, which may work in your favour.

    They're claiming that only received one pair for the whole order, so that they only 'have' to return one pair for the full refund (and thus keep the other for free).

    Thanks for thoughts. I have an option on the returns form to provide a partial refund so maybe I’ll do that for 50% until I hear back from the courier. Buyer won’t be happy however EBay can then take the section, though from what I understand they tend to side with the buyer. Hi hum.

    Yes I understand that, however if I bought a lot of  2 items on EBay and only 1 arrived then I would go down the "not as described " route to get my money back.  As the buyer hasn't formally disputed what they received but is instead asking to return it, I wonder if they have weakened their own position?
