New build Air Brick Query

Hi we have moved into a new build bungalow and it has a structural 10 year warranty. The property has air bricks 75mm above ground level however a step has been installed level with air bricks and water is coming into the walls and hall way. Would this be covered under warranty. I have read my policy but air bricks are not mentioned. Any help advice or steers greatly appreciated, I know nothing about the subject

Was the step installed by the original builders, or is it something that's been done subsequently?

As this is a new property contact the builder ,the 10 year warranty is really an insurance if the original builder has gone bust.Sounds like an alteration to the steps will solve this0
