IPC Code of Practice Version 9 Released - Beware!

The IPC have finally published their latest Code of Practice which is available on their website:

Far from being clearer as promised, it actually causes more confusion, not least because the previous version which still applies to most sites is no longer linked.

The devil is in the detail:

"09
Payment of a parking tariff

9.1 On-site payment
(important note - These requirements relate to new locations where signs are installed after 1st January 2024. For obligations pre-2024 see version 8 of the IPC Code)
..."

Typical behaviour - wax lyrical about transparency, fairness and clarity then introduce  a code that only applies to new car parks/signage.

    I think this may have made it more difficult for the operators. My observation is that when an operator states on an issued Parking Charge that it complies with the Code it needs to specify which version based upon it's own knowledge of which one it considers is applicable to it's car park. The Motorist cannot be left to guess. Similarly maybe the same Code version needs to be clearly stated on car park signage otherwise the signage would be unclear. If the Code Version is not stated on the signage and/or the parking Charge Notice, maybe the Notice is improperly and invalidly issued?
