I have a TPO oak tree just outside my boundary that my neighbour won’t pay to have it cut so I paid £1000 to do it.

Search the TPO register for where you live. Contrary to previous comments, if you don’t pay half, you may end up paying the full cost just to trim back what is overhanging your property.
Work with you neighbours - good relationships now will only benefit you in the long term.
If the tree has a TPO on it, you do need to apply for planning permission to cut it back but this application is a zero cost you you (England).2006 LBM £28,000+ in debt.
