Car parking fine

In December I tried to park at Harvey Towan’s Car Park in Hayle, Cornwall. Had just arrived to care for sick relative and needed to exercise the dog.  I entered the car reg. number into my phone but couldn’t connect to the bank electronically to pay. I tried a few times and gave up, moving on to park elsewhere. I’m 70 and ok with online services but just couldn’t connect to the bank. Was in Cornwall unexpectedly caring for very sick young relative. Arrived back home in Lancashire to find I’d been fined £100, to be reduced to £60 if paid promptly for parking for 14 minutes.
 I appealed and today have had email to say appeal rejected.
Please can anyone advise? If I reject the appeal and go forward to the Independent Appeals Service I may lose and have to pay the £100.
Any advice would be gratefully received. Thanks

    Was it really a fine, or was it a parking charge notice from an unregulated private parking company? If the latter, please tell us which one. This will determine what to do next, although this is already explained in the sticky Announcement for NEWBIES that asks you to read it before starting a new thread.

    The site got a mention last year on the absolutely pop-up filled Cornwall Live website. An Alliance sign briefly flashed up but unfortunately I was fighting ruddy adverts that appeared faster than I could read, so I'm not sure if it was for this car park or not. GSV images are from May 2023, but only show pay by app/pay by 'phone signs, not an infestation sign.
