EBRS Energy Business Relief Scheme

My friend was given EBRS with British Gas Lite and then entered into a cheaper contract.
The property in question had 4 units all with their own private meter. And electricity was resold as per the OFGEM rules. Some of the occupiers were transient.
.
EBRS was also applied to his new contract. Some months later with out any explanation he found  he was in a significant amount of debt. BGL web chat insisted that the debt was due to understated meter readings. However further enquiries revealed the debt was due to the removal of EBRS, no explanation as to why there is no entitlement.

Has anybody had to repay overpaid EBRS  to any Power Provider and under what legislation

If the EBRS was overpaid then the energy supplier would be required to repay the government if they had overclaimed themselves, and they would be able to reclaim those funds from their customer, it would be in the contract. As a business contract there is also less protection, businesses are deemed to be able to keep an eye on things themselves.

The key question is, was the EBRS overpaid? If it was then unfortunately I think the position of the energy supplier is correct.
