Declaring (or not) withdrawn claims on car insurance quote

A third party claimed (re a minor accident I was involved in) on my insurance last year. They withdrew their claim and no settlement was made as a result. Do I still need to declare this on any car insurance quotes, given it was not me that made the claim? I want to be honest re claims, but also not be penalised re a higher quote if I do not need to declare it.

You have to declare all incidents irrespective of if claimed for or not so yes it must be declared.2
