Cheapest way of creating my own Web App (for personal use)

I curretly maintain a spreadsheet for my Golf group (just 10 of us) - recording rounds we've played, scores, handicaps, league points etc... Is just a friendly competition between us.
I'd like to create a web app to perform the same processes, and to which I might connect from anywhere (home via PC, on the course via mobile, at a friend's house on tablet etc...)
It appears that there are a plethora of 'non-coding' web app creation tools available online...
Bubble, Wix, AppSheet, AppMySite, JotForm, PandaSuite etc. etc. etc..
Each of these appear to be ideal - seems you can learn the tool and create an app for free :-)
But....to 'publish' it, costs quite a lot of money :-( Even the most basic of packages then cost something like £20 per month! :-(
I certainly don't want to pay anything like that for a small, personal app which will only be used by me (and periodic league tables sent out to the others).
I guess I'll just have to stick to my spreadheet.
Unless anyone has any other suggestions....?

Most of those basic web app creator tools just bundle web content into app format.If your spreadsheet is Excel then just use Microsoft's free web version so you can access it anywhere, or use Google Sheets

OP - if you have any knowledge of Oracle databases then Application Express may be worth a look (albeit probably massive overkill).

Use Blogger. it's completely free unless until you want to use custom domain0

As others have suggested, I would recommend simply using Google Sheets. I used to run a fiercly competitive backgammon league, and Google Sheets was the best way to be able to share and record the data.
