DCL LAW PCN - is it a scam?

Merry Christmas everybody.

A sibling received this through the post. He said he has not received any prior letters.
I googled up the website is very vague, and their office is a meeting room.

That looks like a possible scam letter (fake bailiffs). Never heard of Carrpool Ltd.
@Grizebeck do you agree?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

A relative has received the same letter today, with the same dates and charges throughout, and the car registration and PCN specific to the relative.
I've searched for the website and tried the number but the phone number loops through 'select 1,2 or 3'
There has been no previous correspondence from either DCL Law or the alleged client, Carrpool Ltd.
Copies of the letters and all correspondence relating to the alleged parking offence have been requested and DCL Law have responded saying that they can send the file by post, which will take 3-5 business days, and the case will not be suspended pending investigation. Payment is due in full before 29th December (tomorrow!)
Suspected it was a scam so any more info is very helpful.

Not sure if my post is live as I've only joined today, but my relative had the exact same letter today - same dates and charges, Carrpool Ltd and payment deadline tomorrow - 29th December. This was the first correspondence received.
I uploaded a photo of the letter but I don't think it will be visible.

My relative received a similar, if not the same, reply to the one you received.
Looks even more like a scam when it says that the average council response time is maximum 10 minutes and a police officer will attend to maintain order!
