This statement is ridiculous. The retailer is the expert who asks a list of questions then offers a quote. They have the opportunity to ask anything they want. It is not the customers responsibility to determine what are 'relevant facts' or to second-guess other questions that the retailer may have wished to ask but didn't.born_again said:

I might set up an insurance company, offer quotes, then afterwards charge an admin fee because the customer didn't contact me to say they once had fluffy dice in their car.

The retailer offered a contract, the customer accepted, the retailer then modified their offer and wants to charge the customer an admin fee for it.
Not normal.
There is no acceptance of the modified contract. There can be no admin fee.1
