Buyer - What do I do when the item has not arrived?

I bought an item that has not arrived. I paid by Paypal.
It is well past the date the seller said it would arrive.
Said he would sent it by courier other, but never told me who the courrier was.
The dispatched date showing on Ebay was the 12th, stating it would be with in 3 to 5 days (later than they stated on the Ebay site when I bought it).
I've contacted them via Ebay and said it hasn't arrived, but instead of returning my money, they said they would look into this for me first thing. I haven't heard back from them.
I chose this seller as EBay stated they were 100%.
Where do I go from here?

Go onto your sale page and find the transaction and open an INR claim (item not received) be careful using all the options, read them carefully, you need to make a claim that item hasn't arrived - there are other contact options.
Seller then either has to prove delivery using an online method of tracking, or refund. Its 3 working days for the seller to refund it seems. Or I can contact Ebay again from 3rd January to step in and help as it's covered under their ebay Money Back Guarantee.Thanks for your help.
