I would go with the idea that it would soon turn in to something like a shed.
You really would not want to keep a wheelchair out side just under a cover. Especially in the weather we have just had..Life in the slow lane1 -
I'm surprised no one has mentioned security of the chair? How would you stop someone walking past from pinching it?0

You can buy very light and inexpensive wheelchairs, which fold up quite small for indoor storage or carrying in a car boot. I have an Enigma ultra lightweight ( aluminium frame ,grey canvas with large wheels) that is so light that I can lift it using one hand. It was bought, barely used, for £75 on Gumtree.0

My manual chair was the lightest folding standard one on the market at the time and I struggle to lift it with both hands. I also can't self-propel. I can push it up a ramp though, which in the OP it says the person in question can't do that - but it's not clear if they mean manual or powered wheelchairs.
I am however surprised a reputable company would suggest storing it unsecured outside. And especially if we're talking about a folding powered wheelchair, that's a huge risk to be taking - not only a security risk, but the kind of temperatures it could be exposed to and damp, even being under a cover.0
