final energy bill - recharging on higher rates?

We recently left Shell and joined Octopus energy. We paid our bills with Shell monthly by direct debit on a pay-what-you-use basis, and were on a variable tariff. The final bill arrived and it covers 3 months back to September, most of which we have already been billed for and paid (we only owe about 10 days). Those payments have all been credited back on the final bill, but then we've been recharged on a higher unit rate than was in place in the previous bills. Can they do this? It seems wrong!
