Exactly QrizB - there is a genuine issue here which people are entirely missing in their bids to belittle the OP about their choice of wording, expectations and anything else they can think of.
Somebody cut right to the chase on the solution for ensuring that the billing is right early on in the thread OP - you mention that you are registered disabled, and so should be on the priority services register - if you are, then perhaps ask the supplier why they have failed in their duty of care to ensure that a vulnerable customer gets the support they need - which in your case will b assistance with meter readings. If you are not, then get that sorted, and let them know that you are unable to read your own meter and so need them to send someone to read it for you, OR for them to solve the issue with your meter failing to send readings.
It may even be that if they do manage to sort the actual meter issue, then your IHD will work again anyway. The apps are fine if you just want bar charts or graphs showing usage. But they won't display instantaneous usage or provide meter readings (or at least the Bright app doesn't).It sucks having to pay for a new IHD and have to jump through hoops to get one - There is little (zero) competition in the replacement IHD market. You are tied to purchasing one from either your supplier or one or two companies that are authorised to do the pairing. Picking a cheap replacement up from Argos or Ebay is not an option.It would have been so much easier if smart meters in this country had a P1 port to plug a cable in like they do over on the continent. A missed opportunity there..

I certainly wouldn't rush to replace the IHD as it is far from clear, to me at least, that there is anything confirmed tobe wrong with the IHD itself.The Priority Register is absolutely the first thing to sort out.1
