    Its not normal practice to do a CIFAS check each time a DD is setup and there is no requirement for them to notify you that one has been setup however many do now give you the option of having alerts via their apps etc. 

    DDs are fundamentally a fairly weak but then they were created back in 1964 so inevitably won't be as complex/sophisticated as more modern technologies/processes. It's for this reason that the Direct Debit Guarantee is so broad in the level of protection it gives and its a simple call to have the DD cancelled and all monies returned to you.

    If fraudsters have this bank account number and keep using it the OP might be better off opening a new account(s) and closing this one.
