The rules changed in April 2017
The changeover to New State Pension took place on 6/4/ 2016.
At that point, your wife's "starting amount" for new state pension was calculated as the HIGHER of
Old Rules
NI qual.years/30 x £119.30 (Full Basic) + (Additional State Pension - (if applicable) Deduction for Contracting Out).
New Rules
{NI qual years/ 35 x £155.65 (Full NSP) } - (if applicable) Contracted Out Pension Equivalent.
You do not indicate that she was ever a member of a contracted out pension scheme.
Was 2016/17 a qualifying year?
What was her weekly amount when she started her SP?
