HTB ISA on a Cash Purchase

I'm looking at buying a place next year without a mortgage, I have saved up into a HTB Isa (not a LISA) and think I could claim the maximum 3k bonus.
But I remember reading somewhere that the bonus is only paid out if you're buying with a mortgage? does anyone know if I can claim it or not?
